The 2nd Advisory Committee Meeting of the Decent Employment for Youth in Cambodia Phase III (DEY III) Program
(Phnom Penh): On Wednesday, January 21, 2026, with the high authorization of His Excellency Huot Hak, Minister of Tourism, His Excellency Chhay Khunlong, Director of theVocational School of Tourism, and Mr. Choub Ratana, Director of the Tourism Professional Training Department, attended the 2nd Advisory Committee Meeting of the Decent Employment for Youth in Cambodia Phase III (DEY III) program, held at the Ministry of Labour and Vocational Training.
The meeting sought to review and evaluate the implementation progress of the DEY III program in 2025, address key challenges, and establish the strategic work plan for 2026. This initiative is facilitated through inter-ministerial collaboration alongside United Nations partners and relevant Cambodian stakeholders.
Representing the tourism professional training sector, the delegation provided technical expertise and shared best practices regarding the enhancement of the Technical and Vocational Education and Training (TVET) system. Their contributions focused on aligning skill development with labor market demands and expanding decent employment opportunities for youth, specifically within the tourism and hospitality sectors.
The session was co-chaired by His Excellency Heng Sour, Minister of Labour and Vocational Training, and Ms. Xiaoyan Qian, Director of the International Labour Organization (ILO) Country Office for Thailand, Cambodia, and Lao PDR.
According to the 2025 progress report, the DEY III program achieved significant milestones by supporting 4,663 young individuals in securing decent employment through TVET programs and targeted interventions. Notably, 53% of the beneficiaries were women, and the program extended specialized support to returning migrant workers and persons with disabilities.
The participation of the senior leadership underscores the Ministry of Tourism’s steadfast commitment to the Royal Government’s policies on workforce development. These efforts are aimed at ensuring sustainable and decent employment for Cambodian youth, in alignment with both contemporary and future labor market dynamics.
