Phnom Penh: On the afternoon of January 22, 2026, with the esteemed authorization of His Excellency Huot Hak, Minister of Tourism, Her Excellency Poch Vorlak, Director of the National Institute of Tourism, and Mr. Chek Keatrun, Deputy Director of the Department of Tourism Professional Training, participated in the "National Tripartite Workshop on the Formulation and Validation of the 2026-2027 Biennial Work Plan for the Implementation of the Decent Work Country Programme (DWCP) for Cambodia 2024-2028." The workshop was presided over by His Excellency Heng Sour, Minister of Labour and Vocational Training, at Hotel Cambodiana.
The assembly convened 100 distinguished participants, representing 20 relevant ministries and government institutions, 10 employer associations, 20 employee organizations, and representatives from the International Labour Organization (ILO).
I. Primary Objectives
The workshop was convened to achieve the following strategic goals:
1. To formally present the Draft Work Plan for the 2026-2027 biennium.
2. To validate the 2026-2027 Work Plan in alignment with the GA Roadmap implementation framework.
II. Strategic Outcome Areas for 2026-2027
The proposed work plan focuses on five pivotal strategic pillars:
• Labour Policy and Institutional Reform: Enhancing regulatory frameworks to foster inclusive and resilient economic growth.
• Skills Development and Recognition: Advancing vocational training through upskilling, reskilling, and formal skills recognition—including for returning migrant workers—to optimize employment outcomes and labor productivity.
• Social Protection Strengthening: Expanding social safety nets, with a particular focus on informal economy workers and those currently excluded from existing coverage.
• Formalization and Inclusive Economy: Promoting a transition to a formal, resilient economy, specifically supporting Micro, Small, and Medium Enterprises (MSMEs).
• Industrial Relations and Social Dialogue: Fortifying labor rights protections and social dialogue mechanisms to safeguard vulnerable workers.
