On the afternoon of December 19, 2025, the Secretariat of the HoKa Project Management Committee convened a technical meeting regarding the "Review and Input Collection for the Development of Tourism Professional Competency Standard Packages (Levels 2 to 4)." These packages correspond to Technical and Vocational Certificates 1, 2, and 3, focusing on four key sectors: Front Office, Food and Beverage Services, Housekeeping, and Food Production.
The meeting was presided over by Mr. Chuob Ratana, Director of the Tourism Professional Training Department and Chairman of the HoKa Secretariat. Attendees included representatives from ATP Consulting, Swisscontact, competency development experts, national master trainers, national master assessors, and approximately 30 tourism industry professionals.
In his opening remarks, Mr. Chuob Ratana emphasized the strategic significance of developing tourism professional qualifications. He noted that this initiative is a landmark achievement for the tourism sector, particularly for vocational schools. It enables the accreditation of students at levels equivalent to Grades 10, 11, and 12. This framework provides students with a clear vocational orientation and skill development pathway, allowing them to acquire high-level knowledge, practical skills, and professional attitudes through short-term programs. Consequently, graduates can swiftly enter the tourism labor market or pursue higher education.
This vital mechanism will contribute to the harmonization of vocational training and competency assessment in Cambodia, ensuring they align with a unified national framework.
Following the opening remarks, the meeting observed presentations from experts on the development of competency packages for the four specialized areas. Participants engaged in an active discussion regarding the Competency Profiles (Levels 2 to 4), focusing on Basic Competencies and Core Competencies to ensure that the curricula remain responsive to the evolving demands of the tourism industry.
The session concluded with the successful collection of comprehensive inputs and recommendations, which will be used to further refine the competency profiles for all four technical skills.
